Add the ability to control the priority of the processes on the non-active desktops

It would be helpful to add three options for this with the ability to create rules for different desktops so they are controlled differently. First, have the processes run normally (this would be default). Second, give the ability to pause the applications that are only running on background desktops so they don't consume resources. And third, the ability to lower the priority of the applications on background desktops so they will not take processor power away from the applications on the desktop not currently being used.
