Add the ability to control the processes of the programs on the background desktops

People should be able to choose several options for the programs on the desktops that are not active. First they should have the option to lower the priority of those programs to a level of their choosing. The second option should be to pause them so they don't use resources. And the third (default) should be to leave them as they would normally be.
